Este documento evaluará la viabilidad de implementación, por parte del Gobierno Nacional, de un tipo de bono llamado en la literatura como SELFIES de jubilación. Este instrumento financiero puede jugar un papel fundamental en promover un manejo adecuado y eficiente del riesgo en los fondos de pensiones, y permite eliminar la incertidumbre respecto de la mesada pensional que enfrentan los cotizantes. Por medio del planteamiento e implementación de un modelo de Duration Matching, y basándose en datos de la deuda pública colombiana y de ahorro en fondos de pensiones privados para el 2018, este trabajo muestra que es posible para el gobierno emitir este tipo de bonos que reduce la incertidumbre de la mesada pensional, sin aumentar su nivel de endeudamiento, y manteniendo el riesgo de Duration de sus obligaciones futuras. Esto es posible mediante la implementación de un portafolio hipotético de emisiones mixto compuesto por SELFIES de jubilación y bonos tradicionales
Resumen
This document will evaluate the implementation, by the National Government, of a type of bond known in the literature as retirement SELFIES. This financial instrument can play a fundamental role in promoting adequate and efficient risk management in pension funds, and allows to eliminate the uncertainty regarding the value of the pension paymentes that contributors face. Through an implementation of a Duration Matching model, and using data from the Colombian public debt and savings in private pension funds for 2018, this paper demostrates that it is possible for the government to issue this type of bonds, (which reduces the uncertainty of the pension paymentþs value), without increasing its level of indebtedness, and maintaining the risk of Duration of its future obligations. This is possible through the implementation of a hypothetical portfolio composed of SELFIES bonds and traditional short-term bonds.
