El Gobierno colombiano está planificando la captación gastos de capital masivas en las APP sistemas de transporte (~ 28 millones de dólares) como una medida anticíclica para superar el rezago de infraestructura. Existe una gran incertidumbre en torno a estas inversiones, y la reciente caída en picado de los precios del petróleo y la devaluación del peso sin precedentes han demostrado que los eventos cisne negro puede materializarse. Por lo tanto, es importante desarrollar proyectos desde una fase temprana con un enfoque flexible a fin de evitar futuros riesgos a la baja y aprovechar las oportunidades al alza a medida que surgen. Este tipo de flexibilidad tiene por objeto introducir en el sistema de la capacidad de adaptarse a una gama más amplia de escenarios futuros, y aumentar el valor esperado como consecuencia
Resumen
The Colombian Government is planning to uptake massive capital expenditures in transportation systems PPPs (~28 billion dollars) as a countercyclical measure to overcome the infrastructure lag. There is great uncertainty surrounding these investments, and the recent plummeting of oil prices and the unprecedented devaluation of the peso have shown that black swan events can materialize. Therefore, it is important to develop projects from an early stage with a flexible approach so as to avoid future downside risks and take advantage of upside opportunities as they emerge. This kind of flexibility seeks to introduce in the system the ability to adapt to a wider range of future scenarios, and increase the expected value as a consequence. Bogota's second airport will serve as a case study to portray the benefits of real options "in" PPP contracts in the Colombian context, and to illustrate how flexible design may considerably improve the attractiveness of an investment decision
