Efecto de los anuncios del FMI y del BCRA sobre el peso argentino durante el 2018-2019

Abstract

Durante el 2018 la economía argentina enfrentó varios desafíos: una inflación altísima (casi del 40%) y un crecimiento porcentual negativo del PIB. Sin embargo, la variable posiblemente más afectada fue la tasa de cambio, la cual se devaluó en una magnitud de casi 102%. Por este motivo, a mediados de junio de 2018, el Ministerio de Hacienda de Argentina acudió al Fondo Monetario Internacional (FMI) para corregir varios de los problemas económicos. Dentro de estos, se intentó mejorar el comportamiento de la tasa de cambio. Este estudio busca ver el comportamiento (tanto el nivel, como la volatilidad) de la tasa de cambio para el periodo entre enero 2018 y enero 2019 y también los efectos de los anuncios del FMI y del Banco Central de la República Argentina (BCRA). Adicionalmente, se analiza si los cambios en política monetaria, al pasar de meta de inflación a meta de base monetaria, ejercieron algún efecto sobre la tasa de cambio. El trabajo encuentra, en comparación con la literatura, que los anuncios del FMI ayudaron a devaluar la moneda, y que la coordinación en comunicaciones relacionadas al peso argentino entre este ente y el BCRA logran afectar con mayor grado la tasa de cambio y su volatilidad.

During 2018, the Argentine economy faced several difficulties: an extremely high inflation (40% approximately), and a negative GDP growth rate. However, probably the most affected variable was the exchange rate, which suffered a devaluation of almost 102%. Because of this, mid-June 2018 the Minister of Economy, Nicolás Dujovne, resorted to the International Monetary Fund (IMF) in an attempt to resolve some of the economic issues. Amongst these, the exchange rate was one of the focal points. This work aims to study the behavior (not only the level, but also the volatility) of the exchange rate for the period between January 2018 and January 2019, and also studies the effects of the press releases or announcements done by the IMF and the Banco Central de la República Argentina (BCRA). Additionally, it studies if the changes in monetary policy, after changing from an inflation targeting regime to a monetary base target regime, generated effects over the exchange rate. The document finds, in comparison to other related works, that the announcements by the IMF devaluated the Argentine peso, and that the timely coordination in press releases regarding the currency, by these two entities, generated higher impacts upon the exchange rate.
