Contexto Regional Andina

Abstract

La región Andina colombiana cuenta con un área de aproximadamente 283.000 kilómetros cuadrados (km2 ) desde 1985, cuando se crearon de manera oficial las cinco regiones naturales de Colombia. Se encuentra ubicada en el centro del país, comprendida entre las tres cordilleras (Oriental, Central y Occidental), esto la convierte en una zona con alta diversidad de fauna y flora, debido a la variedad de pisos térmicos que en ella se encuentra. Asimismo, concentra en los suelos urbanos el 82,4% de sus habitantes y en menor medida, en los suelos rurales, el 17,6% de la población. La cantidad de personas de la región es cercana a los 26 millones, lo cual representa el 56,7% de la población, es decir, la mitad del país. También, representa el 65% del PIB colombiano, que está asociado directamente con un alto nivel de trabajo por los altos niveles de población en la región. En términos de planeación normativa, se destaca el hecho de que la región fue generalmente dividida en los Planes Nacionales de Desarrollo. Primero, la región se dividió en dos y más adelante en tres, de acuerdo con la diversidad económica e institucional que presentan sus departamentos, tanto así que institucionalmente, en materia de regulación ambiental, tienen influencia 16 Corporaciones Regionales Autónomas. Finalmente, a pesar que los departamentos de la región Andina se destaquen más que los de otras regiones en temas de infraestructura y tecnología, aún existen grandes deficiencias en la zona en materia de educación, calidad de vida y participación electoral.

The Colombian Andean region has an area close to 283,000 square kilometers (km2 ) since the establishment of Colombia¿s five natural regions in 1985. It is located in the center of the country, included between the three mountain ranges (Eastern, Central and Western), this becomes an area with high diversity of fauna and flora, due to the variety of thermal floors found in it. The Andean region concentrates 82.4% of its inhabitants on urban soils and, to a lesser extent, 17.6% of the population on rural soils. It¿s population amounts to 26 million inhabitants, which represents 56.7% of the population, that is, half of the country. Also, it represents 65% of the Colombian GDP, which is directly associated with a high level of work due to the high levels of population in the region. In terms of regulatory planning, the fact that the region was generally divided into National Development Plans stands out. First, the region is divided into two and later into three, according to the economic and institutional diversity of its departments, as well as the fact that 16 Autonomous Regional Corporations have institutional influence on environmental regulation. Finally, even though the departments of the Andean region stand out over the regions in terms of infrastructure and technology, there are still major deficiencies in the area in terms of education, quality of life and electoral participation.
