Turismo en el Sumapaz: un conflicto territorial por el manejo del páramo

Abstract

El presente trabajo buscó analizar el conflicto por el ejercicio del turismo en la localidad de Sumapaz entre los habitantes, las instituciones gubernamentales y los operadores privados. Su objetivo fue analizar el proceso de territorialización de estos actores y su influencia dentro del debate sobre la implementación de esta actividad en el territorio. Para eso, se realizaron entrevistas semiestructuradas a actores que de alguna manera están involucrados en la problemática del turismo. Así mismo, se revisaron documentos oficiales relacionados al tema. Este estudio concluyó que la disparidad de opiniones frente a los beneficios o impactos del turismo refleja una serie de percepciones, disputas y deudas históricas sobre el uso del páramo. El documento finaliza demostrando los retos disciplinares, sociales e institucionales a los que todos los actores se encuentran expuestos para la resolución de este conflicto.

The following document aimed to explore the conflict related to tourism activities between local communities, government institutions, and private operators in the town of Sumapaz. Its objective was to analyze the territorialization process of these actors and their influence within the debate on the implementation of this activity in the territory. The information presented in the study was gathered throughout semi-structured interviews and document analysis. This study concludes that the disparity of opinions about the benefits or impacts of tourism reflects a series of historical perceptions, disputes, and debts regarding the use of the paramo. The document ends highlighting the disciplinary, social, and institutional challenges implicated in the possible resolution of this conflict.
