Propuesta metodológica para la medición del ODS 16 en Colombia

Abstract

La medición de los Objetivos de Desarrollo Sostenible (ODS) propuesta por el Centro de Desarrollo Sostenible para América Latina y el Caribe (CODS) es una base fundamental para su estudio. El principal objetivo de este documento de trabajo es servir como una guía metodológica para evaluar el cumplimiento del ODS 16 (Paz, justicia e instituciones sólidas) en las cinco regiones de Colombia que el Observatorio Regional ODS estudia: región Amazónica, región Andina, región Caribe, región Orinoquía y región Pacífica. Se propone transcribir los indicadores del CODS para medir el cumplimiento del ODS 16 en 3 indicadores locales: Violencia y Crimen, Instituciones sólidas y Estabilidad Social. Con el fin de brindar una metodología fundamentada en las estadísticas locales del país, se desarrollará un acápite por cada uno de los 3 indicadores propuestos, donde se hable sobre la relevancia de estos, su relación con los indicadores del CODS y las variables relevantes encontradas en las bases de datos locales que permiten soportar su estudio. Finalmente, se mencionarán los hallazgos relacionados con cada indicador propuesto alrededor del avance o retroceso que ha presentado el país en el ODS 16 y las conclusiones generales sobre la guía Propuesta.

The measuring of Sustainable Developmental Goals (SDG) suggested by Centro de Desarrollo Sostenible para América Latina y el Caribe - CODS is an important basis for its study. The main objective of this working paper is to be a methodological guide to measure the compliance of SDG 16 (Peace, justice and strong institutions) in the five regions of Colombia, which are studied by Observatorio Regional ODS: Amazon region, Andean region, Caribbean region, Orinoquía region and Pacific region. It is suggested to transcribe the index of CODS to measure the compliance of SDG 16 into 3 local index: Violence and Crime, Strong institutions and Social Stability (Violencia y Crimen, Instituciones sólidas and Estabilidad Social). To give a methodological guide based on local statistics from the country, one section will be developed for each one of the three index suggested, it will speak about the importance of those, the link between them and the index suggested by CODS and the relevant variables which allow supporting its study. Finally, it will be mentioned the conclusions linked each index around of the advance or the setback that the country has presented in the SDG 16 and the general conclusions about the guide suggested.
