Asentamientos humanos irregulares en suelo rural del Municipio de Soacha

Abstract

Los asentamientos irregulares en suelo rural, como consecuencia de las dificultades socioeconómicas, son un problema de administración y gestión para las instituciones públicas, que el Estado ha intentado combatir con proyectos de vivienda de interés social que, aún, son insuficientes. En este sentido: ¿cómo acceder a una vivienda digna en suelo rural del Municipio de Soacha que permita superar los asentamientos humanos irregulares, identificados entre los años 2018 y 2019? A través de un estudio de caso que recopilará y analizará información jurídica técnica y social, se pretende elaborar un diagnóstico que permita formular un documento técnico de soporte que sea utilizado como exposición de motivos para la creación de un proyecto de Acuerdo Municipal. Este documento pretende flexibilizar el fraccionamiento de la Unidad Agrícola Familiar ?UAF? en unidades de producción económica sostenible y sustentable, articuladas con las dinámicas socioeconómicas del territorio, que permita y fomente la consecución de licencias de construcción para vivienda rural, reduzca la ilegalidad urbanística y mantengan la naturaleza del suelo rural sin afectar la seguridad alimentaria.

Irregular settlements on rural land, as a consequence of socioeconomic difficulties, are an administration and management problem for public institutions, which the State has tried to combat with low-income housing projects that are still insufficient. In this sense: how to access decent housing on rural land in the Municipality of Soacha that allows overcoming the irregular human settlements, identified between 2018 and 2019? Through a case study that will collect and analyze technical and social legal information, it is intended to prepare a diagnosis that allows the formulation of a technical support document that will be used as a statement of reasons for the creation of a Municipal Agreement project. This document aims to make flexible the division of the Family Agricultural Unit -UAF- into units of sustainable and sustainable economic production, articulated with the socio-economic dynamics of the territory, which allows and encourages the achievement of construction licenses for rural housing, reduces urban illegality and maintain the nature of rural soil without affecting food security.
